Terraform: aws_cloudwatch_event_rule, aws_scheduler_schedule

CloudFormation: AWS::Events::Rule, AWS::Events::Rule, AWS::Scheduler::Schedule

How to fix it

1. Check what the target does on each run. If it only checks whether work is waiting, have the source publish an event when work appears and trigger on that event. If the work is clock-driven, keep the one-minute schedule.
