Elastic IP declared without instance / NAT / NLB association

What it checks

EIP: no instance or network-interface association target is declared.

CloudFormation: AWS::EC2::EIP

How to fix it

1. Check aws_eip_association and allocation_id consumers on existing NAT gateways and load balancers. Confirm the pool, intended use and billing treatment; tag Owner and Purpose. BYOIP/COIP do not incur the public IPv4 address charge.
2. If genuinely unused, manually release the allocation after checking dependencies and pricing; IPAM contiguous-block billing may not fall when an individual address is released.
