How to fix it

1. If interactive / spike-prone: set min_size to the floor you need at low traffic and max_size to 2-3× peak observed.
2. If this is intentionally a fixed-capacity group: rename to make intent explicit (`aws_autoscaling_group.batch_workers_static`) so future maintainers don't second-guess.
