How to fix it

1. If this is HTTP REST or gRPC: set deregistration_delay = 30 (most apps drain in seconds).
2. If this is WebSocket / long-poll / file-upload: leave high but verify the deploy pipeline's per-deploy timeout exceeds deregistration_delay × (number of targets / batch).
