How to fix it

1. Set auto_stop_configuration { enabled = true idle_timeout_minutes = 15 } — or delete the enabled = false override entirely; auto-stop is on by default. The application restarts on job submission only when auto_start_configuration is enabled (the default); otherwise start it explicitly.
