How to fix it

1. MANUAL: Review the effective replica topology. For a singleton, first provision a replica (for example num_cache_clusters = 2, without conflicting shard or separately managed child settings). Wait for the replica to become available, then enable automatic_failover_enabled. Plan client compatibility and verify placement in another AZ before enabling Multi-AZ.
